Synopsis - "Accountability
for Achieving and Sustaining Energy-Efficient Building Operation"

The National
Building Controls Information Program (NBCIP) has been established
on the premise that properly functioning control systems are a significant
contributor to energy efficiency, and problems associated with building
controls and operation are a primary cause of energy inefficiency.
While the problems tend to be diverse in nature, experience indicates
that the underlying cause is often a lack of understanding of building
control systems among the individuals who design, install, and operate
them. The NBCIP was established to help address this lack of understanding
by providing manufacturer-specific performance information as well
as broad-based best-practice information on building controls and
related components. Another important contributor to the poor performance
of buildings appears to be a lack of accountability among the professionals
who design, install, and operate buildings. Who is accountable for
achieving and sustaining energy-efficient building operation and
how is accountability measured and rewarded? This session will examine
the extent to which accountability for achieving and sustaining
energy-efficient building operation exists, and, in its absence,
ways in which it can be created.
