ENERGY STAR for Commercial Buildings
National
ENERGY STAR for Commercial Buildings offers building owners and managers a suite of tools to assist in understanding and managing energy usage in their buildings including the National Energy Performance Rating System (or "Portfolio Manager"), financial value calculators, and ENERGY STAR labeling for qualifed buildings.

Building Tune-Up Program
East Bay and Sonoma Counties, California (PG&E)
The BTU program provides free retrocommissioning evaluations to building owners and operators in East Bay and Sonoma Counties in California. In addition to obtaining written guidelines for systems improvement, operators receive tailored incentives to help cover the cost of adopting recommended measures. The program runs from 2006-2008, with a savings goal of 18.6 million kWh and a budget of $3.4 million in the PG&E service territory.

San Diego Retrocommissioning Program
California (SDG&E)
SDG&E offers customers technical assistance and financial incentives to promote RCx projects. The program was designed to expand RCx capabilities in the region by developing and disseminating clear protocols and report templates, offering training, and verifying the persistence of RCx benefits. Projects follow a five-stage process: candidate screening; building scoping; RCx investigation; implementation; and follow-up documentation, training, and tracking.

Connecticut Retrocommissioning Pilot

The Retrocommissioning (RCx) program is designed for CL&P and UI commercial and industrial customers who want to identify inefficiencies in their building's energy management system and implement energy-efficient measures. Pre-qualified RCx agents survey, investigate, and implement energy-savings opportunities and the program provides financial incentives for implementation of the measures.

Xcel Recommissioning Program
Colorado, Minnesota
(Xcel Energy)
The primary goal of Xcel Energy's Recommissioning Program is peak demand savings. The program offers study rebates to cover 50% (not to exceed $15,000) of the cost of Recommissioning and Retrocommissioning services conferred or equipment installed since January 1, 2006. Rebates for electricity savings differ slightly between the programs offered in Minnesota and Colorado.

Centerpoint Energy Commercial and Industrial Retrocommissioning Program
Texas
The Commercial and Industrial Retrocommissioning Program is designed to achieve both peak demand reductions and energy savings from improvements in facilities' operational performance. The program subsidizes the costs of hiring a qualified RCx agent to perform an evaluation, requiring each building owner to commit to a $10,000 investment on improvments that have a simple one-year payback.

ENERGY STAR Benchmarking Initiative
Massachusetts (NSTAR)
NSTAR helps customers rate building energy consumption using the ENERGY STAR Portfolio Manager. The building energy performance score is used to start a dialog about the building's energy use and opportunities for improvement. Following review of the score, NSTAR conducts a comprehensive building assessment and develops a 12-month action plan for implementing recommended measures. NSTAR works with the customer to identify eligible technical assistance and financial resources from other NSTAR programs to help with project implementation.

LA County Energy Efficiency Partnership Program
LA County facilities
$1.2 million is available to initiate RCx services for Los Angeles County facilities through a partnership between LA County, Southern California Edison, and Southern California Gas. Through the two-year program, the HVAC systems in ten County buildings will be retrocommissioned.

Northwest Energy Efficiency Alliance
BetterBricks Initiative

Idaho, Oregon, Washington, Montana The Northwest Energy Efficiency Alliance's Commercial Sector Initiative (CSI), known as BetterBricks, is a market transformation program that was implemented in 2006. The CSI is working with three vertical markets (hospitals, grocery stores, and real estate) to increase demand for energy efficiency. The building operations aspect of BetterBricks will focus on building owners and service providers by delivering business and technical assistance, education & training, and product and service development support to improve building performance. NYSERDA RCx Initiative
New York State
The RCx Initiative is a pilot market transformation program designed to expand adoption of RCx in New York State. The program conducts targeted outreach to leading commercial and institutional building owners and property managers to improve awareness of the many benefits of RCx and increase demand for RCx services. The program also works to expand the availability of qualified RCx service providers in New York State.

Energy Trust of Oregon Building Tune-up Program
Oregon
The Building Tune-Up and Operations (BTO) program has two distinct services for energy savings and incentives: boiler tune-ups and whole-building tune-ups and retrocommissioning. In 2006-2007, the program seeks to save approximately 300,000 therms of natural gas and 6,700,000 kilowatt hours of electricity. New projects are no longer being taken, and current projects will be completed by end-of-year 2007.
