| Since
1980, the Federal Trade Commission (FTC) has administered the
EnergyGuide labeling program to assist consumers in making informed
decisions when purchasing certain home appliances and other
energy-using equipment. In response to a growing consensus that
the label has had little impact on consumer awareness and energy
savings, ACEEE conducted a multi-method
consumer study to evaluate the current label design and
to determine the most effective alternative format. The research
revealed that most consumers respond best to a categorical "five-star"
rating system as opposed to the continuous-scale graphic design
currently employed.
In 2005,
the Energy
Policy Act called on the FTC to explore more effective
designs for the EnergyGuide label. In February, 2006 and May,
2006, ACEEE submitted comments to the FTC to inform a re-evaluation
of the labeling program. The comments are posted below along
with links to our research and project results.
