The SRA Sustainable Buildings Team is looking for a Project Manager and Subject Matter Expert to support the U.S. Department of Energy's National Home Performance with ENERGY STAR and Home Energy Score programs.

The SRA Sustainable Buildings Team work environment is fast-paced, and requires attentive responsiveness to client and stakeholder needs. This is an opportunity to increase the energy efficiency of 70-100 million homes across the country. The position would be based in Rockville, Maryland.

The successful candidate will provide expert technical support to SRA’s residential programs and manage the technical staff. The candidate will participate in field work, such as program sponsor training, stakeholder engagement, conference participation, and government and industry standards related activities.

Duties will include, but are not limited to, the following:

- Oversee team to meet client and deliverable needs
- Develop out-of-the box strategies for scaling up home performance across regions and the nation from a technical perspective
- Manage a team of three to five staff to design and implement residential programs, including DOE's Home Performance with ENERGY STAR and Home Energy Score
- Represent DOE Home Performance with ENERGY STAR at national and local functions
- Oversee technical-related Home Performance with ENERGY STAR policy and deployment
- Perform market studies and analysis related to home performance related issues
- Conduct phone calls, in-field meetings, and presentations to existing program sponsors
- Participate on or lead industry and government working committees to developing technical requirements for trade contractors and other stakeholders
- Participate in trade conferences and expositions, including conducting presentations and staffing program exhibit booths
- Help develop a team of residential specialists to broaden SRA’s impact on improving the performance of the nation’s housing stock and related behavior of its occupants
- Manage aspects of and supports federal, state, and local government residential energy efficiency, health, and safety related programs for existing homes
- Write articles to advance home performance.
- Research and write papers on residential topics: for example, including energy efficiency, health and safety program components, quality assurance, workforce and technical standards, housing statistics, and industry best practices
- Perform business development activities, including assisting on or leading proposal efforts.

Required Skills:
- 10+ years of experience
- Bachelor’s degree
- 12 years’ relevant experience
- Building Performance Institute (BPI) Building Analyst (BA) and Envelope or equivalent certifications
- Knowledge of residential energy efficiency industry and market issues relevant to the industry’s development and growth
- Independent judgment and discretion in providing management and logistical support to clients
- Competently serve clients with diplomacy and respect
- Travel up to 25% of the time
- Understanding and compliance with SRA's philosophy, goals, objectives, applicable regulation, policies and procedures.

- Knowledge of federal and state government policies, contracts, grants, and programs a plus
- Knowledge of utility, manufacturer, and retailer operations and practices
- Familiarity of residential quality assurance programs and industry/government standards as demonstrated by ACCA, ISO, ASQ, BPI, RESNET, and similar organizations and standards
- RESNET HERS Rater - a plus
- Attention to detail and meeting deadlines
- Knowledge of green building as demonstrated by LEED, NAHB Green Certified Professional, EarthCraft House, or similar program and certifications
- Effective communicator with a range of stakeholders at any level from general public to upper management including being sensitive to professional ethics, gender, cultural diversities and disabilities.
