CHP'S NATIONWIDE POTENTIAL STUNTED BY SIGNIFICANT BARRIERS
We released our second report on utility CHP policies, Combined
Heat and Power: Connecting the Gap between Markets and Utility Interconnection
and Tariff Practices (Part II), in August. Utility interconnection and tariff practices have long
been recognized as major barriers to expanded CHP. This report identifies
key utilities state-by-state, and reviews them systematically, placing
them into a four-tiered ranking system based on their interconnection
and tariff practices as well as on their general friendliness to
CHP projects. The report provides nationwide and regional perspectives,
reviews recent developments in CHP policy and markets, explores
several emerging market trends, and makes some policy recommendations
to address these barriers. The report concludes that many states
are making positive progress on CHP policies, but significant barriers
including individual utility practices continue to stunt the realization
of CHP's nationwide potential. Read the press
